Within the framework of cooperation between the Governments of Mongolia and Japan, two important Memorandums of Cooperation (MOC) were signed:
- December 21, 2017 – MOC on the Technical Intern Training Program
- April 17, 2019 – MOC on the Specified Skilled Worker Program
Based on the memorandum, starting from December 2020, the functions and personnel of the Labor and Social Security Service Center which provided government services related to labor and social protection for Mongolian citizens living and working in Japan were transferred to the Consular Division of the Embassy of Mongolia in Japan, in accordance with Government Resolution No. 393 of 2023.
Functions of the Embassy’s Consul Division Labor Section (from October 2024) has started providing services to Mongolian citizens working in Japan through employment contracts, including:
Protecting the rights and interests of Mongolian workers
Monitoring employment contract implementation
Ensuring occupational safety
Providing services and advice on labor and social protection issues

The number of Mongolian nationals in Japan has increased from 13,504 to 20,416 over the past 5 years:
Students: 4,739
Technical Interns: 2,697
Specified Skilled Workers: 1,130
Permanent employees in private companies: 4,436
With this growth, challenges related to labor contracts, safety at accommodations and workplaces, visa issues, and legal disputes have also increased.
On June 14, 2024, the Government of Japan approved a new policy on foreign labor. The existing Technical Intern Training Program will be replaced by a new system called "Employment for Skill Development (ESD)" or 育成就労 ("Ikusei Shuro"), starting from July 2027.
The Embassy’s Consul Division Labor Section offers the following assistance to Mongolian workers in Japan:
Legal advice on labor related issues
Monitoring labor contract enforcement
Handling complaints and workplace safety concerns
Coordinating with Japanese authorities on complaints
Providing guidance on transitioning from intern to skilled worker
Organizing training and awareness programs
Operating an open hotline for employment and social protection matters
